ARCAN is a civil, sovereign and 100% offline cryptographic suite. Its delivery is neither automated nor available through direct ordering. Every request is subject to prior human validation within a strict regulatory, ethical and operational framework.

Regulatory compliance

Confirmed classification & export framework

ARCAN falls under a regulatory classification confirmed by the competent Swiss authorities. Its access and, where applicable, its export are governed by a clearly defined legal framework.

Switzerland

In Switzerland, a licence request may be initiated with ARIEL-IA and is then reviewed manually.

Delivery only takes place after validation of the request, and strictly within a civil-use framework.

International

Any potential export remains subject to the applicable regulatory framework.

Depending on the case, formalities through SECO / ELIC and prior approval from the competent authorities may be required before any delivery.

Principle of caution

The existence of a request never constitutes automatic authorisation, whether in Switzerland or abroad.

Each file is examined individually, in accordance with the law and with the ARCAN doctrine.

Procedure

How to obtain ARCAN

ARCAN is not distributed as a mass-download public software product. Access is based on a deliberately controlled procedure.

No direct ordering

No instant checkout, no automated purchase flow, no anonymous delivery.

Prior human validation

Every request is reviewed manually against regulatory, operational and ethical criteria.

Built on demand

Executables and licences are delivered within a sovereign framework, after validation, and are not distributed at scale.

Refusal remains possible

ARIEL-IA reserves the right to refuse a request where the intended use, context or profile of the organisation appears incompatible with ARCAN’s ethical, civil or regulatory framework.

Swiss public administrations

ARCAN is offered free of charge to Swiss public administrations.

Technical partners

Requests relating to technical partner status are subject to a separate review by ARIEL-IA.

The detailed framework is only communicated at a later stage, where the request justifies it.

Private sector

Eligibility request — businesses & organisations

For businesses, foundations, associations, firms, NGOs and other private entities, access to ARCAN begins with an eligibility request.

This request is not processed through any website engine: you complete the form locally, copy it, and then decide yourself whether to send it by email.

Every request is reviewed manually. No scoring engine, no third-party service, no external AI intervenes in this process.

Offline storage

The elements retained after review are transferred to fully offline media, following a sovereign and compartmentalised logic.

No cloud dependency

No online database, no indexable repository, no cloud infrastructure is used for the retention of validated request data.

In practical terms, the administrative data linked to your request is handled with the same level of discipline as the content ARCAN is intended to protect.
